way to get to Chef Mickey's from POFQ is to take a bus to the MK. From the front of the MK you can take the resort monorail where the Contemporary will be the first stop or you can walk. It's a 10-15 minute walk.
During EMH Disney will be running buses from POFQ to the appropriate park. They will continue to run well after the park is closed to ensure you have a ride. Sometimes they even run extra buses.
The biggest variable for time to get to park is when you arrive at the bus stop compared to when the bus arrives. You may arrive just after the last bus left or just before the next bus arrives. Buses are supposed to run every twenty minutes but sometimes can be off from that. We usually planned 30-45 minutes for buses when we took them and got there quicker than expected. The MK will be a little longer bus ride. I would tack on at least another 15-20 minutes to get to CM from the MK.
You should enjoy POFQ. We were there in June and never had to wait for the next bus. The one back from the MK the last night was a bit crowded but that was no big issue.

POFQ - MK by bus average 22 minutes - maximum 32 minutes
POFQ - DHS by bus average 24 minutes - maximum 34 minutes
I think our 30-45 includes walking to the stop, some leeway and the kid factor.
