If they're 5 or over I'd recommend chaining one leg to an old engine block....
slows 'em down so you can catch 'em. If under 5 an old cylinder head will
most likely do.

Extra long shoe laces and leave them untied. They'll trip every few steps and won't get ahead of you. Or you can just stand on them and they will just travel in circles.

Thumb wrestling. But be careful, it can be dangerous just make sure you have plenty of elbow room (unless you don't like the person standing so close behind you). DH and DS were thumb wrestling once and DS was trying to jerk free when his little elbow caught me right in the ribs.
