How to book Sebastian's Bistro Reservation

So we will be staying at CBR March 3/16-3/23. We are now in our 180 day ADR window and reservations for SB are not yet open. How does it usually work with new restaurants? What is the best way to find out when ADR's for SB will be open? Will Disney announce a date or will the ability to book just show up one day? Is there a specific thread on the boards that I can follow for this information? TIA
