When can you make a reservation for July 2019? How soon?

Yes, the only way to book that far ahead is by calling. In addition, you can only book RO as packages can't be booked until the new rates are released.

Well, yes, if you try to do something online and can't, the reasonable action to take is to call. On the other hand, since it's still over 650 days until 7/1/19, you can't call yet.

Also, your check-out date must be in that 499 day window. Not 499 days until you check-in.
