how private is verandah on deck 8?

Depends on where it is. People from deck 9 can look down onto the decks, as well as your neighbors.

We're in a cat 3 room but have a cat 4 next door. The verandahs (at least those not on the ends of the ship) are private from above. Your ceiling is the deck 9 floor. People on deck 9 would have to lean out really far (and not safely) and you would have to do the same for anyone to see you. There are solid white partitions between each verandah, although if you needed it REALLY private, someone could peek through on the sides. The folks on our cruises didn't spend much time out there, though, except when we were entering or leaving ports. I would sit out and relax and feel completely alone out there.

They are not soundproof, however.

Here is the verandah in 8532. At the end is a cat 4 verandah. I don't see how somone on deck 9 is going to see anyone unless they lean out....
