How often is RSR NOT up and running at EMH open?

I've read in several places that RSR isn't always up and running when guests arrive in the mornings. Can anyone give me a little better idea of how often that happens? I know it's totally a guess but can you narrow it down? Half the time? Quarter of the time? Maybe once or twice a month?

We are leaning toward doing all the other EMH things at DCA and returning to RSR to get FPs right at regular park opening, but if we (meaning the kids) just can't wait, I'd like to have an idea of whether to chance it or not.

I don't think you're going to find statistics on that, since most people don't stay on site for more than a week, and even then, they'd get at most 3-4 EMH days at DCA and they'd have to go over and check that ride if they use those days. It's not that big of a detour to walk by it or send a runner to check before heading to TSMM or elsewhere if you decide you want to try it first.
 
I've only been a few weeks over the last few years and we have an average of 50% with RSR open during EMH. (2 DCA EMH per trip, but VERY small sample, no idea if this is typical.) The only way to know is to walk over and see when you get there in the morning. My best advice is don't wait for it to open if it isn't open when u arrive. We got sucked into that once because they were testing the cars and allowed us to line up in the cue. 20-30 min later they said it broke & there went our EMH...
 
I've been to DLR 4 times this years since the Diamond celebration began...RSR was up and running every time during EMH. Hope that helps.
 

Always in favor of enjoying vacations and not have it hinder on a ride like RSR. Plenty to see and do otherwise. Enjoy! =)
 
We wasted most of our EE waiting last year... My advice hit TSMM first (do it a few times even since the lines are always long and no FP), then head over to RSR and ride if it's open (better chance of the initial crowd gone and it up and running by then). Then hit the others- most of what you will hit has FP so if you don't get them on EE you won't be stuck in a huge standby line
