Technically, if they are sharing your site, then they are supposed to be on the same package. The folks at CRO will tell you absolutely they must be.
However, I've heard that folks only booked packages for a portion of their group, then added other guests upon arrival without the package.
The resort desks seem to be able to do more than CRO can, when it comes to that.
And to be quite honest, Ft. Wilderness seems to be the most flexible of all.
However, many on the boards will tell you that rules are rules and get very upset when folks try to get around Disney's rules.
Having said all that, with the limited availability at Ft. Wilderness, I wouldn't want my friends to arrive and have to get another site to stay off the dining plan and none are available, or have the expense of the dining plan that they were not planning on.
