Our DD can also be a messy eater. We were at WDW in May when she was 3 1/2. What we did to save having to bring too many outfits was dress her in solid shorts and bring 2-3 extra tops. We also made sure one of the tops was really long and could be worn w/o shorts underneath just in case things got really bad.
Is she mostly messy on her shirts? How about the disposable bibs? We used them for my ds last aug when he was 18 months. They are very thin so they don't take up much room but are effective. The only problem I can think of is she may not want to wear it being a big girl and not a baby. Maybe you could tell her it is so she will look nice when she sees the characters. Also maybe consider a load of laundry mid vacation so you don't have to pack so much. That is what we always do one day while taking a break or swimming. I also think the idea about having pieces that match more than one shirt or shorts, etc. is great. That way you have more options when just one piece gets dirty. Good Luck!
My kids are messy to. I will bring one full extra change of clothes each. We don't plan on being in the parks more than 5-6 hours at a time, so I figure that's plenty.
