How long before ADR can I enter resort?

Probably part of the guard’s judgement call:
time of day you arrive
time of year and crowd levels
where you are staying
holiday/seasonal offerings at resort and nearby park(s)
reason for visit

Boardwalk let me in Friday afternoon during a very busy F&W, marathon and start of Jersey week weekend. I wanted to pickup DH who was dropping a scooter back to Gold Mobility. We already checked out of BWV and BLT split stay. They asked for ID to verify identity after already scanning Magicband. Had a back up plan in case they couldn’t allow. I thought Fantasmic opening might’ve made it harder.
 
It's likely the person you spoke with has never been to Florida. The only person who's opinion matters is the guard at the entrance, and they aren't going to care about what someone on the phone told you.

That's a good point. I also have serious concerns that relevant, credible communication isn't being delivered by cast members (another issue ... but I may just let this one lay ... it's one of those "choose your battles" situations).

My family is renting a car and sometimes we like to go to the different resorts to have breakfast. I don't want us to have to wrangle with the guard or take alternative transportation to avoid a hassle. I'd rather try to get in front of any issues I can before I get there. There will be enough issues (Genie, apps, cell phones, service, etc.) that I can't get in front of that we will deal with at the moment.

Phone CMs CONSTANTLY give out bad info. Never rely on their info if you can’t verify it yourself, Disney is horrible at training them. Good thing you asked here!
 

So we called Disney tonight to ask them about this. We were told that if you're staying at a Disney resort and paying to park there, then you can visit any other resort to park and dine, with or without dining reservations. Rep said the policy pertains to non-Disney resort guests (guests not staying on property), and only to Disney resort guests when another Disney hotel reaches a capacity limit. Thoughts? I'm going to email management to get it in writing.
Sometimes you get bad info from a well meaning cm. Wrong info doesn't supercede policy.....even though most places it does by giving exceptions. Disney just does such a poor job or giving it's employees the current info it's kinda shocking.

If you have an ADR, they'll let you park in order to eat. If you don't have an ADR, you may be allowed to park at resorts that don't have special transport options. Don't expect to park at any International Gateway, Skyliner, or Magic Kingdom resorts without an ADR. The others are still risky, but more likely.
