How is there villa availability through MDE but not through DVC?

When I look at the DVC site for specific dates, the deluxe rooms are sold out, however, when I look through the cash side (MDE) there is availability for deluxe villas. Is this due to the amount of points Disney owns at that resort? Or how does that work?
 
Most of what you see comes from Members using points to cruise on DCL or stay at another option in the Disney Collection or the Adventurer's Collections. (DVC uses that revenue to pay for the Member's choice).

Some does come from points Disney owns, and if you are looking for something 60 days or less away, breakage comes into play. Disney can rent anything not booked for points by 60 days ahead of arrival. Revenue from those villas is called breakage. A good chunk of breakage revenue comes back to the Membership to reduce annual fees. You can see an entry for breakage income in the budget for each resort.
