How is the parking situation at Downtown Disney now?

Confirming 'nightmare traffic' as of two weekends ago. There is also road construction around DTD. You will very quickly end up in a queue with construction barriers and guys semaphoring cars through. It's slow. And once you're in the 'semaphore' queue you can't get out.

Sorry, it's hard to describe, just be prepared, don't get stressed out about the traffic, and allow way more time to get in and out of the area than you might have thought.

Sorry, this might be a stupid question, but is parking at the garage free?

Not stupid, considering that Universal charges out-of-towners to park in it's garage for CityWalk.

And yes, parking at DTD is free. When Disney announced the garages, it promised that parking in them would be free.
