How is Promotion Applied?

Does anyone know how Disney applies the % off promos? I currently am booked under the promo to expire 8/14 but cannot figure out how the discount is applied? I have tried calculating with the percentage off of room+tickets and its too low, room+tickets+dining and its too high. I can't get it! Am I crazy? Is there a secret formula for applying discounts?
 
There are three components of a package. Walt Disney Travel Company (WDTC) it the entity that does all reservations.

1. Tickets - WDTC purchases Park tickets from WDW Ticket Operations at 10% discount from gate. There is a 6.5% tax on tickets.

2. Dining - WDTC purchases the dining packages from Food and Beverage Operations. There is a certain dollar amount, including tax, credited to each food service location. The amount depends on if it is table service, quick service, or a snack. The amount of the reimbursement is fixed per meal and bears no relation to the menu prices.

3. Rooms. The remainder of the cost is for room and the 12.5% tax on rooms. Any price adjustments are really only to the selling price of the rooms.
