That the same company that can make people feel like they are actually flying over CA or on a Mission to Mars lacks the technology to add a simple, "our system is down" message to the start of a phone call.
I called Disney 2x today and had to go through the whole, "say English...say what you want...say how many times you've been here...now listen to some Disney music for 15 minutes" only to be told the system is down and to call back in a couple hours.
I did that and was told to try again tomorrow.
I can't imagine it would be too hard for them to start each call with "If you're calling for ressies our computers are down. If you are calling for something else and have 25 minutes to spare please commence jumping through hoops now."
