How early do discounts come out

Specifically, Oct 2009 is when we are planning a trip. I have noticed that there are discounts for that time period this year and am wondering if I should just wait to book or will they credit me if one comes out and I have already paid.

They will likely come out in August of 2009 and no, I wouldn't wait to book, not if you have something specific in moind. Yes, if that room category is included in the discount, they will credit you back or add the discount.
