I am checking into the OKW for one night on the 15th. Then on the 16th, I am moving to BCV for 4 nights.

I've never done this so I'll let someone else explain the process. From what I've read, it's relatively painless, though.
2) When I check in at OKW, and get my room pass, will it follow me to BCV, or will I be assigned a new card.
You will get a new card (resort ID/room key) when you check in to BCV.
3) What happens if you have your park passes on your key.

This is my first time for changing locations and I am a little nervous about it.
Depends on what kind of passes you have. If you are planning on getting a UPH (Length of Stay) pass, those are tied to the resort. You would only be able to get a 1 night/2day pass at OKW. THe CM may allow you to drop either the day of arrival or the day of departure if you request it. If you do not drop the day of departure, the ticket will be good until midnight, regardless of where you will stay that night.
You would need to buy a new UPH ticket at BCV at check in. Again, it will be added to your BCV key and you may request to have the day of arrival and/or departure dropped.
Getting two separate UPH tickets will be more expensive than getting one that is for your entire stay. Some have reported that they have been able to get a ticket for the entire stay when changing
DVC resorts mid-stay. This is not the norm and may not be allowed. You can ask at check in and see what they say.
If you buy any other type of ticket besides the UPH, your OKW card (with the tickets added to it) will be valid for admission until all the days and plus options are used - even if you don't use them all on this trip.
Keep in mind that you must buy the pass at the resort to have it added to your key. That means you will not be able to take advantage of the advance purchase discounts or use a discount broker. Disney no longer adds tickets to room keys if they are not purchased at the resort (and thus you pay gate prices).
