If if book my home resort (which I don't have yet because I got ROFR'd) at 11 months with the plan to rebook at another resort (requiring less points) at 7 months, are there restrictions on those leftover extra points? Can they go back to my account for the same use year, or could they be banked if within the banking period? Or are those the "restricted points" I've read about? We are considering buying in to another resort and still trying to stay at OKW every now and then. Thanks everyone!
 
Any excess points go back into your account. If the points are not banked or borrowed and you are within your banking window (first 8 months of your UY) you can bank them into the next UY. If you are past your banking deadline, the points will have to be used by the end of the UY. If any of the returned points were banked or borrowed points, they cannot be "unbanked" or "unborrowed" -- the points will have to be used by the end of the UY into which they were banked or borrowed. Other than the banking issues, there are no restrictions on how you use those leftover points.

I'm wondering if by "restricted points" you mean "reservation points"? If you use DVC points to book outside the DVC resorts (a Disney cruise or a Disney hotel for example), the points become "reservation points". If you later cancel that cruise/hotel reservation, the points can only be used for another reservation outside of DVC. They cannot be used to book a DVC resort. They cannot be banked and will expire at the end of the UY of the original reservation.

ETA: Re: restrictions on points, a more common problem is "holding" points. If a member cancels a reservation 30 days or less from check-in the points go into "holding". Holding points can only be used to reserve something 60 days or less in advance. This can be an issue with waitlists. For example, let's say you booked something more expensive and waitlisted for something less expensive and requested to stay on the waitlist until 7 days from check in. If that waitlist comes through 30 days or less from check-in, the excess points will be in holding and you will be only be able to use them to book something 60 days out.
 
The OP may be thinking of the restrictions on resale points.

Points purchased via resale now cannot be used to book anything in the Disney Collection, the Adventurer's Collection or the Concierge Collection. They can only be used to book a DVC resort or for an exchange via the World Passport Collection (RCI & Lake Buena Vista Trading Company).

I also just edited my post to add a note about holding points in case that is what the OP had read about.
