How does the waitlist work?

I'm waiting on my DVC bid which is going through the ROFR process. This will be our first DVC property (BLT). Provided we are approved, I have questions about the waitlist, the answers will help me plan.

If I own BLT but want BCV for an upcoming vacation, do I call BLT and book at 11 months out, then call back at the 7 month window asking to be switched to BCV? Or, do I just wait until the 7 month window before booking anything?

Book at BLT so you have somewhere to stay if BCV doesn't work out.

That is what we wanted for this summer. We booked a studio at BLT for 3 nights at the 11 month window. At 7 months, we called and asked if we could switch it to 3 nights at BCV.

There was availability so they were able to make the switch without issue. However, had nothing been available, at least I would have been at BLT, my favorite resort.
