How does a travel agent work?

Mainly, I am wondering about getting packages quotes. Do they charge to put an package together or do they only charge when you purchase the package?

Travel Agents don't charge you anything. They get paid from company that they use to book your package. Since the airlines are no longer paying commissions the Travel Agent might charge a service fee to book air only.
