How do you post a Pic from your desktop?

What if I had saved an earlier picture to my desk, a folder within my computer. How would I use this picture from the folder within my computer, or even one of those picture disks/or cd things, from Walgreens?

If you think about it, you obviously can not provide a link to a photo on your computer, because every time anyone loaded the page with your photo link it would have to access your computer. There are several sites which will allow you to upload your photos. My favorite is webshots.com.
