For me less is more...it is so much fun to shop and buy supplies that you will accure more stuff than you actually will ever need..trust me! LOL!
First thing I would do is sort your pictures, get a photo box and organize them. You don't have to scrap all of them but must decide if you want too.
Then I would start to look at albums. This is a personal choice, everyone will tell you something different. I love love love top loading. (the page slides into the protector from the top) It gives me more freedom to move pages around.
Others love a strap hindge album, this give you a nice base to work off of but the paper is usually white.
Once you have an album you will need:
Adhesive, make sure it is a acid free. I like hermifix tabs or creative memories tape runner.
Paper trimmer buy at least a 12 inch one.
Card stock, Basic heavy weight paper in a variety of colors
Pattern paper, this is where I am different than most, I use it very little. When I first started scrapping I loved it and would buy just cause! Which of course never went with any of my pictures...So if you like pattern paper, take your pictures with you to match it to the pictures! This will save money and frustration once you start to scrap!
Stickers...hardly use them but they do serve a purpose. Again buy what matches your pictures not what you just "Love!" (oh if I could only listen to my advice!)
Pens: for me a good black, white, gold and silver is all I use (but I have every color under the sun!)
Embellishments...Now we're talking! Love Love love them! This would be eyelets, brads, fibers, ribbon, buttons, metal things....Can't have too many! Fun to buy fun to hold fun to have! LOL! Ok so you see my down fall.....These are used to accent your pages or to make it more decorative. I say play around with some of the neat stuff out there.
Then just start! I usually trim my picture, take away things I don't like, but don't cut the pictures up too much...remember how fun it is too look at old pictures and laugh at the sofa or the old cars? You don't want to always crop that stuff out...
I make a mat to sit the pictures on. Then arrange them on your page....simple as that and you are done! Don't forget to write on your pages to tell the story!
