There are different types of codes. Some of them are for Annual Passholders, residents of certain states, and some are for the general public.

Disney releases discount codes in various newspapers (usually Travel Sections) around the country.

Travel Agents are usually informed of codes immediately, so they are prepared and can help their clients save money!

You'll always find the newly-released codes right here on the DIS!!

You can also try AAA. You will need a membership but I took one out just for this purpose. It cost me $69 and saved me $606.49 over Disney for a package for 7, 3 rooms at POFQ. (plus dinning) There are several agents mentioned on another thread about AAA agents.
