How do PPO Dining Reservations

I have a couple of questions about PPO Dining Reservations:

1. What time do they typically let you into the park? 15 min. before your reservation?

2. Is "City Hall" open prior to the park opening/during PPOs? I've love to snag a "first visit" button, but don't want to waste time back tracking down Main afterward.

2. Are you restricted in the area you are allowed once inside the park? For instance, if you have a Crystal Palace PPO, are you going to be allowed to go into Fantasyland after you eat (but before park opens) with the BOG guests, or are they checking to see which restaurant you have at the entrance to each land?

1. For a 9AM open, anything before 9AM is let in starting at 7:45 at MK. Epcot and AK vary.
