In the Dallas area, it's considered appropriate to go AT LEAST 20 miles over the speed limit and more than that is even better. Changing lanes on the freeway? Don't bother to look or signal, just do it. Traffic light turning red? Speed up for goodness sake!
Yes, people do drive through ditches and everywhere else to exit backed up freeways. The police write tickets continuously for this very thing in the Corsicana area where the highway construction is continuous. Which leads to another rule; if a highway needs construction, it MUST stay that way for several years. This is one good way to slow people down even if not by much.
