How do I know when free dining will be?

You can't know, until or unless it is announced. Bounceback for this year cut back free dining dates quite a lot, and Disney have expressed that they want to eventually do away with it.

You'll know the dates if/when free dining is announced.
Generally that does not happen until April/early May.

I can tell you that in the past SOME dates in the first half of December have been included so if you can have a bit of flexibility in your exact dates that will help you increase your chances of being eligible for the promotion.

Pop Warner week (usually first full week of December) has been excluded from free dining offers for at least the past several years.

Not likely you will get the first week in December as it is Pop Warner week. I would watch for the release and be willing to do a split stay if necessary to take advantage for at least part of your stay.

The FD bounce back offered this fall included 12/08/17 - 12/20/17, but absolutely no guarantee that these dates will be in a general public offer. They are close to what was offered for December for 2016 though. First week in December is never offered due to Pop Warner.
