Instead of the 2000 loop, try to get in the 1500 loop. It is much smaller and is just across the road from the Meadowlands Recreation Area (Pool). It is the only other "Basic" site loop and just has water/electric hook-ups. They only put tents and pop-ups on that site as well.
Either way, I don't think you need a golf cart. They are fun, but very expensive. We've camped many times and have NEVER had one and don't plan to get one unless we have one day designated to ride it around the Fort ALL day.
We would always be in the 1500 loop (or later the 1800 when we had our dog) and felt comfortable walking from the marina to our site or from our site to the Outpost. Many times it was quicker than waiting for a bus. Also, you are right across the road from the pool/recreation area so it was within an easy walk with our towels, etc.
