How do AP's work when you are not from Florida, but someone else is?

To get discounted Florida Resident Annual Pass you would have to show Florida ID or Florida drivers license.

I do agree with this. We are part year FL residents with our legal address in Illinois. Last month when we visited, I asked at guest relations at Universal when we were exchanging our paper AP (out of state - gotten several years before we became part year residents) to the plastic one if part year residents can get FL resident AP. I was told we would need a FL Drivers License or FL ID to quailify for a FL resident AP. I specifically asked if they took the documentation that Disney allows (bank statement, utility bill, etc) for part year residents to qualify for a resident AP and was told no - only FL drivers license or FL ID .
