How can I make a Little Mermaid costume for a 1 year old?

I would love to make a little mermaid costume for my 1 year old to wear to see Ariel. Any ideas??

Its number #5402 - Many of the stores have sales with patterns .99 so you can pick it up pretty inexpensive.
