From everything I've read they're just random give aways. I could be wrong though.

Try ordering the park maps or dvds. That seems to increase your chances.

This is what I did. Got the suggestion here on the Dis.

Log into disneyworld.com and delete any vacations you might have saved. Then, click on My Vacation, then click on "Itineraries". Click on "Build an Itinerary". I did this twice. The first time I said I didn't need accommodations because I was staying offsite. I then built another Itinerary indicating that I needed Disney accommodations. Two days later I got the 20/30/40% off Pin Code that is good for most dates through December 16, 2010.
