Hours of Operation for Guest Services

I am considering an upgrade of my Maple Leaf "7 day" (actually 14 day) ticket to an AP. My preference would be to do this on my arrival day, which is a Sunday. Do the Guest Services hours always line up exactly with the announced park hours? I'm not sure I can make it in time to whichever park has longer Guest Services hours, and even if I can, I am trying to find some way to avoid being nailed for the full parking fee when all I want is to do a ticket upgrade.
 
In my experience it seems like GS opens about an hour before the park but closes about the same time. (I'm sure the Mods will know better and answer shortly)

Parking is $3 after 6pm if that lines up with park hours when you are there. Otherwise there is the "drop one person off" trick if you are traveling with other people.

Both Guest Service locations in both parks stay open until the last guest leaves the turnstiles every night. I'm not sure when they open.

Yes, the parking idea sounds reasonable since the calendar shows IOA staying open until 7:00 p.m. on arrival day. I could enter the garage at, say, 6:05 p.m. and then hotfoot it over to Guest Services for the ticket upgrade. Other money-saving ideas I've been pondering involve the Lynx bus or the I-Ride Trolley. But if the $3 parking thing is indeed available, that would be much better. (As a solo traveler, I cannot use the drop-off strategy.)
