That is correct. However, they give you the opportunity to ride some very popular rides during the tour (or event) so you can save your day's FP+ for something else. If you did AK DAH, for example, you could use your FP+ during the day for rides in other parks, then hop to AK and ride the DAH attractions without using FP+ - it just might offer you a cheaper way to ride some of the bigger rides without having to rely on the CL FP+. If you do a VIP tour, you can ride anything (except, currently ROTR) and also have access to premier viewing areas for shows and fireworks.

IMHO, the EP resorts are far quieter than the monorail resorts and WL, but, you do have to keep room category in mind. IMHO, the villas are far quieter than the standard rooms.

I'd agree with PP that room category at Beach Club or Boardwalk will make a big difference in terms of how quiet it is. I'd avoid pool view or Boardwalk view. Alternatively, check out Yacht Club - you have access to the same amenities as Beach Club, but its smaller and seems more geared towards adults. Generally, people find Yacht Club to be more quiet than Beach Club.
 
We stayed at YC last summer and found it to be extremely quiet. It's a very serene, beautiful resort, and still shares BC's amenities and fantastic location. It's also the first bus stop (YC and BC share buses), which is a bonus. We'd have a hard time wanting to stay anywhere else after that experience.
