Mine have always been hollow.
Thinking rationally, the ice cream is 3x taller than the cup. Imagine if that was solid ice cream and it started to melt...
Now, if they only filled it to the top of the tiny bowl and it was hollow, that would be one thing, but it is plenty o' pineapple!
this is why we love to stop at Captain Cook's counter service at the Polynesian...the Dole Whip machine is self-serve. Needless to say, we make a mockery of the self-serve policy, lol. Last time we did that, we ended up with a solid mountain of Dole Whip in the small cup they give you. Between the two of us we could not begin to finish that "serving". For that matter, we rarely finish the Dole Whip from Aloha Isle. Just too much of a good thing, I guess.
By the way...it's not ice cream at all (no dairy) It's a "frozen confection" made from lots of stuff, but not ice cream. Just so you know
Oh gracious, Chartle would have a fit on this thread~ a Dole Whip is not any part ice cream whatsoever and is lactose free so even lactose intolerant people can enjoy its wonderful deliciousness!

I use the term fit lightlyI totally got what you were saying about the subject and agree that the way it's presented may steer people clear of it and thus miss out on Disney's best treat.
At Disneyland last weekend, the menu still had them listed as "Dole Whip." I imagine even if Dole officially changed the name, Disney might not be in too much of a hurry to redo all their signage.
As others have said, this is actually how you are taught to serve soft serve ice cream in pretty much any establishment...and the OP's picture is actually a perfect example of how to do it (most people can't do that, it takes skill). You are supposed to "stack" the rows of ice cream around the outside perimeter of whatever you are filling...cone/cup/bowl and create somewhat of a mountain look.
Most new employees have a very hard time doing this and end up just squishing the ice cream together or they create more of a tower in the center and not the wider base to a skinny top. Believe it or not, when it is not done correctly it is more likely to topple/spill, etc. Places that take pride in their service of soft serve will actually throw it out and start over if it isn't being stacked right!
It obviously controls costs (and is the primary factor for most restaurants) and also gives extra room in the cup when it begins melting or in the case of a float, the liquid that will be put in. Its an art form and believe it or not I still do it when I am at a self serve machine! (if you watch the people at these machines you can tell how has worked with soft serve before...LOL)
They have always been hollow from my experience. Still, they are so generous with the size in any event that I know a solid topping of the whip would be wasted. So yummy though and a must have.
I've had several Dole Whip Floats over the years, and I do not remember any of them being hollow, but I'm usually so excited to have it, that I may have missed that it was hollow, but I think I'd have remembered that.
I never paid any attention, lol. It's one of my favorite treats at Disney. Dh always cringes a bit at the price, but we get one every time we go to DW or DL.
