Historically, what happens on new offer day?!

I know no-one has a crystal ball but when do new offers usually appear - silly o'clock, morning...? Is it likely the system will crash?

I've no idea what time wdw tc update their system-
But, I've not had it crash on me before.

It's certainly been a little slow at times though-just like me.
