From reading the article it sounds like Zhanna Smsarian, the juvenile-offender, splashed the 10% acid solution over the head of Albina Eshimbaeva, the other girl, from behind. Goggles would probably have protected the eyes and the skin around the eyes but not protected the rest of the face, hair, neck.
Yeah, I think it's now safe to say that Ms. Smsarian can kiss any thoughts of JROTC/ROTC scholarships goodbye. She might even be barred from enrolling in the Army due to her (mid/later-teens) age at the time of the attack, I mean, I think kids can enroll at 17 with their parents' permission. And would *you* want someone on your squad who had been arrested for attacking a fellow 'soldier'? (Yeah, yeah, I know that JROTC students aren't technically soldiers but still...)
