we just came back from Michigan, and drove through Cleveland on the way to Buffalo. On the thruway we saw a sign that stumped us. It was a circle with HC and a line across it. Since we weren't carrying a high chair, we were completely confused. I'm sure it has a perfectly reasonable meaning, but I'm tired and I can't think HELP!!! please
