Perfect way to ruin someone vacation smoking next to their verandah

Oh my goodness! We once had someone smoking a cigar near our varandah every day! We couldn't even see him. RUINED our verandah times for us. SO very happy with the smoking policy now.
Alcohol? Not so happy. But it can be bought at ports right?

Yes. As long as it's wine or beer. No hard alcohol. Well, you can buy hard alcohol in ports, but you won't be allowed to bring it to your room onboard.
