Help with homework question, please.

My 10 year old granddaughter has this homework question and no one in our family knows the answer. Do you?

Why does the US Constitution allow states to decide who can vote?
 
I can't answer your question, so I'll just bump this back to page one for you.
 
there is no provision in the US Constitution governing voter rights PROBABLY because, with a few exceptions, only white males were allowed to vote

the 14th(1868) and 15th(1870) changed this a litte allowing black males to vote

the 19th(1920) gave women the vote

the Voting Rights Act of 1965 is supposed to be the cure all
it was reviewed in 1970, 1975, 1982 and will be up for review again in 2007
