help with editing and printing to mirror image

Does anyone know how to change a photo to mirror image. Do i do this with software(i have Photoshop elements) or do i do it when i order prints

I would do it with software. It is the best way to control the final product.

I don't have Photoshop Elements, but I did a search and found this

Rotate or Flip and Item
