Bistro over Chefs. But we thought the food ws just as good in Chefs as Bistro, and for a lot less.
I suggest too the Flying Fish. Sitting by the fire at the counter would even be nice. I like doing that in January. Makes the chill in the air leave.

We ate there last for our anniversary. (table) We arrived when they first opened and almost had the place to ourselves. Of course it was pouring rain, so that helped too. But time it so you can stroll along the Boardwalk afterwards and maybe even go to Epcot.
We generally eat at Flying Fish then go to Epcot for Illuminations.
We get an appetizer, regular meal, ice teas to drink. And yes, it can run high. With tip would be pushing towards $100.
Even without an appetizer most would have plenty to eat. That would save some $.
Even the Italy sit down could be somewhat romantic. (and less than FF.)
At WL Artist Point afterwards you could relax by just riding in the transportation boats. (Good fireworks viewing if you time it right.) Or just sit on the beach and relax in the moon light.
Or if you are into more adult action themes, Bongo's in DTD would be fun. And then you could go to PI if you like.
