Help please to shrink photos to use for Christmas ornament

Can you please tell me what to do. I want to use photos that I have printed already and some that are in my computer. I need to get them to be a size that would fit a cookie cutter. I am going to print the re sized photo and then glue it onto the cookie cutter to make an ornament.

For the ones on your PC...
1) Right click on the pic-> Edit
2) Click the Resize button

We do not know what image editing and printing you have on your computer.
That might help.

I have also gone to our Walmart photo counter (or any other friendly photo-counter you know of) and the customer service assistant was able to help us size the photo, and then print it as wallets/3x5/etc... to end up with the size I needed for ornaments.
