I don't think there are any character meals with the Toy Story characters. My DD3 LOVES the princesses and we are eating at Cinderella's Royal Table (CRT) for lunch. The breakfast and lunch are character meals but are 2TS (so we are paying OOP). When you arrive, Cinderella is seated and you get your picture taken with her. Then you go up to the restaurant and circulating around while you eat are the Fairy Godmother, Aurora, Belle, and Snow White (characters are subject to change). The meal includes the photo package which, as I understand it, they bring to you during your meal. You don't order off of the menu for breakfast and have limited choices for lunch, but the main thing is the experience of eating in the castle. Oh, and the girls get wands and the boys get swords (which will be a big hit for my DS6).
A lot of people enjoy the Princess Storybook Breakfast in Norway at Epcot. It is counted as just 1 TS. Character vary here, but rarely is Cinderella present. I have heard that Pocahontas, Mary Poppins, Belle, Aurora, Snow White, and Jasmine have been seen here. Again the number and the specific princesses vary. Since Ariel is a mermaid and in that form doesn't have feet (which my DD3 accurately pointed out to me) she isn't at character meals. I have heard that rarely she shows up in her human form...but not often. Ariel is best seen in her Grotto in Fantasyland.
