It has to be
aerosol hair spray, the ether in that stuff is apprently what does it. I've heard that when you have an inorganic stain, like ink, you need something inorganic, like aerosol hairspray to get it out.
I came across these hints, I'd never heard of using rubbing alcohol, see you've used that already, but this website says nail polish remover might work...
Ballpoint Ink Stains
....
Lay the stained area on top of a clean dry white towel. Apply nail polish remover to the ink stain and blot with another clean white cloth, removing the stain as you blot. Rinse thoroughly.
Apply your normal liquid laundry detergent onto the ink stain and allow the garment to sit for 3-5 minutes.
Wash in the warmest water that the fabric can tolerate.
Before drying, double check to make sure the stain was removed. If not, repeat the previous steps until it is.

I will say, do
not put it back in the dryer until you have gotten all the ink out.
I've heard that for some stains putting a salt & lemon juice paste on the stain and then putting the garment out in the direct sun can do wonders. It's a type of bleaching, but if you've already put all this other stuff on the coats, what can it hurt?
If otherwise you would consider the coats to be ruined, then you might consider bleach. Test the bleach first on an inconspicuous place - to make sure the bleach won't possibly melt the fiber of the cloth (which it can do to some synthetics). I would use one of those "bleach-pens".
And a lot of people around here swear by Mr. Clean's Magic Eraser, but I don't know if it would work on a coat.
There's a product called Amodex that is supposed to be able to get out ink, but I've never used it.
I found this website, Mrs. Clean, they mention using a product called "Motsenbocker’s Lift Off" plus some other methods not already posted here.
