For us, a room discount is usually the better deal, but sometimes it's nice to have everything paid for up front and just relax.
As far as resorts, we hated POR. While similar in size to CBR, the layout of the resort was frustrating, the bus service was abysmal, and the food court was a nightmare. The resort hast 4 bus stops, but most buses were full after the 1st stop (south depot), so if we got on at the "closest" stop to our room (east depot), sometimes we had to wait for another bus to come, so we hiked over to the south depot every morning. The feature pool and the good court were further than I liked from our room, and the food court is an odd L shape- so I got slammed into by people with trays both mornings we went to the food court, since people lining up to order cris crossed with those lining up to pay for food.
Coming back from MK on the two nights we went (not EMH or nights with parades or fireworks) the line for the POR bus went through queue 4, 5, and all the way up the center lane, past the overhang of the bus depot. We ended up taking the bus to POFQ and walking back to our room, which was pretty much the last thing I felt like doing after the parks.
CBR is equally big, but it has a bus stop in each of the 7 villages, and the buses moved through there much faster since fewer people were waiting at each stop. There is also an internal bus which was nice. The food court is set up in a straight line so no traffic jam issues. We pretty much only eat breakfast at the food court so the food was exactly the same at both.
We preferred the island theme to the bayou theme, and felt overall we had a better experience at CBR - both times we stayed there. Some of the things that killed POR for us may not for you. POFQ is actually our favorite moderate though, FWIW.
