Has Disney lifted the borrowing restriction?

Hello, I seem to recall reading somewhere/somewhen that Disney had or was going to lift the restriction on borrowing that only allowed a member to borrow up to half their next year's points (or whatever the actual restriction policy was).
Can someone confirm what the actual policy on borrowing is now? (I looked on DVC site but couldn't really find any specific information)
