I'm going to guess they are a few notches down from where they want to be occupancy wise at this point in time. Those summer rates are high, and there is ever increasing competition particularly from Cabana Bay. Remember that doesn't mean every room gets that, just enough to push their numbers where they want. So who knows, it may be 50 rooms only but the PR is "hey we offered some free dining discount."
That would be my take. They probably hope once people jump onto this offer they won't have to offer free dining as the resorts offering the free QS will have already (almost) filled up.

Well, it appears WDW has had some quality control issues when it comes to their restaurants. With social media and forums skewering them all the time for lapses in service or food quality, they're probably reevaluating the benefits of offering Free Dining.
