Has anyone every gotten upgraded from Cat 4 to Cat. 3?

When I booked our trip through DCL I booked at Cat 4( only thing left for the 5 of us) and asked to be put on the wait list for Cat 3. Has anyone every gotten upgraded on that. I'm willing to pay the difference (or does that even matter)

I would think that your best chance would be at the 60 day mark, when people have to either pay, or cancel. I'm not sure what price you would end up paying, but I'm going to guess that it would be the price difference in effect on the date you moved up from the waitlist.
