I cannot get a straight answer from Disney so I am hoping someone can answer based on personal experience. I have an autistic son with sensory integration dysfunction so he eats a very small handful of foods. We just found out that he has allergies so his food list just got smaller. At home we don't dine out according to his preferences although we do have to accomodate him, for example if we want Indian food, we will pick up lo mein from the chinese resteraunt for him to eat at the Indian resteraunt or he will sit with us without a meal and after we eat, we will get him something (we give him the choice). So my questions are:

If we are on the dining plan and he doesn't like anything on the menu, do we have to use his dining credit (note: we will not share our food with him, we would take him after to get something or feed him before. For instance, we are eating Le Cellier, he would want a "hot dog" from Germany either before or after we eat).

If he wants something from the menu but not the whole meal ie app, entree, dessert, can we pay OOP just for his. Example: there may be a shrimp ap that he would eat as his whole meal. Can we do this and save his dining credit.

He will eat at the buffets since they have such a large selection and there is sure to be one item he will like.

You can pay OOP for anyone's meal you want. And you dont' have to use a dining credit for everyone at the table. How old is your son? If he's under 10 his credits can be used only for child's menu meals. If he's 10 or over any adult can use his credits for regular menu meals.

If you're at a buffet (you said he would eat at those), an all you can eat family style restaurant, a fixed price restaurant (like CRT or Akershus) or a dinner show, he'll be charged just for being present, whether he eats or not.

Note the allergies on all the TS meal ADR's. The chef will come to the table and see what your son likes to eat. The chef's are great and will try to make him something he will like.
 

If I understand correctly in order to have the dining plan everyone in your party (meaning on your hotel reservation) has to have the dining plan. This would mean you'd have to have it for you son, whether or not he used the credits. You could pay OOP for him when he wants to eat or at some place he'd like the food, and you and whoever else you're with can use his credits.

The credits belong the room, and as noted above, you don't have to use a credit for everyone, except at "admission" meals like buffets, so you can save his credits and use them later.

But since he is on your plan, you can still share food with him, even if you're not using a credit for him.
