My mom has severe asthma (among other things) and is currently in process of getting a handicap permit for herself here at home. If she gets one here for her car how can we make use of the handicap parking at WDW?

You can use your mom's handicapped parking permit from her home state to park in the "Medical Parking" (WDW's term for Handicapped Parking) at the parks.
BUT, on our last trip to WDW in late March, we found not enough parking spots at Epcot or at AK for us to actually park in the handicapped area. They don't have enough spots.
AND she will probably have a shorter walk if you park in the regular lot and request to park close to the tram stop. They commonly leave the end spots on each row for people who have medical problems or problems walking so they will have a short walk to the tram. The trams leave you off right at the park entrance.

Sue is right if you tell them you need to park on the end by the tram for medical reasons she will have less walking then she would if you park in handicap parking. It's a lot further from the handicap lot at MK then where the tram drops people off.

Actually, it's a lot farther from the handicapped parking in all the lots than being at the end of a row close to the tram.
We have to park in the handicapped parking because our DD has a non-folding wheelchair, so we can't ride the tram. But for someone who can ride it, it's better to use the tram than the handicapped parking.

That sounds like a plan! I just don't want her to end up not being able to breath before we even get into the park! We are going to request a wheelchair at the WL for her just in case she needs it - I would much rather push her around then to have her miserable and miss all the fun because she can't breathe! Its the main reason why we changed our trip from September of this year to the first week of February next year. The weather will be much more condusive to her breathing okay.

I am assuming that the folding wheelchairs will be ok to bring on the tram?

Folding wheelchairs and folding strollers can both go on the tram.
Since you are staying on site, you also have the option of taking the buses, monorails and some of the boats. Most of the buses have lifts or ramps for wheelchairs. Once you are on, the wheelchair is tied down to the floor and away you go. The bus is especially a good option for MK, since it lets you off right by the entrance to the park. The ferry boats can sometimes not accomidate wheelchairs and ecvs because of the water level. If the water is too low, there is too great of a differnce between the boat and the dock. You might be OK, since she could get out of the wheelchair and you can lift it in.
