Handicap Parking Costs

I'm sure this has been answered somewhere, but I couldn't find it. We will have someone in our party (annual pass holder) that qualifies for the temporary handicap placard. What is the cost to park at the resort? What is the cost to park at the parks?
 
As an overnight guest at a WDW resort, the parking fee is waived for a vehicle with an HA placard/plate. Watch your resort folio to be sure you weren't charged, and stop by the front desk before leaving if you find you were charged. There is no charge for daytime parking at WDW resorts but you may need to have an ADR to access a parking lot if not staying there overnight.

The theme park parking fee is waived for AP holders and onsite WDW resort guests. The standard parking fee for offsite guests is $25 (or $45-$50 for preferred); the standard rate applies to HA parking as well if not a resort guests or AP.

I never understood why the resort parking was free with an HC placard. I can and totally agree with free valet or preferred parking, but still pay the regular overnight parking fee like the rest of the guests staying at the Disney hotels. I'm not trying to stir up anything, I just don't understand the rationale. Maybe there is something I am unaware of.

I don't know but I suspect it has to do with loading wheelchairs on Disney buses. Some electric wheelchairs with oxygen tanks etc get quite large and it's tricky to load on a Disney bus. Also if you have bigger medical equipment that you're traveling with you might need your own vehicle and Disney's accommodating that. These are just my assumptions though I don't know for sure.

I think it’s also that Disney doesn’t want valet overwhelmed by people using it so they don’t have to pay the fee.
 
That’s been my thought - if valet stayed free but HA had to pay for self-park, it would overwhelm valet. Plus valet is only an option at some resort, I could see the complaints pile on about not having it at moderates and values.
 
The State of Florida actually has a law about charging for handicap parking. You can research it.
Florida allows up to four hours of free parking for metered spots, but as for parking lots, there is no law that prohibits charging a handicapped person to park if everyone else has to pay. Disney charges handicapped parkers the same as anyone else if they park in a theme park lot.
