Rather than doing the modge podge thing, couldn't you just paint directly onto the tile?
You would need to fire it to seal it in then.
A thought I had is that you could also do this same method with wrapping paper or wall paper. This would be a great way to use up old scraps of things left around the house.
I made something like this a few years ago with my daycare kids for Mother's Day. The older kids painted whatever they wanted. For the younger ones, we made hand prints.
I was able to find a non-toxic paint for ceramic/glass. You paint it on and then heat up the item in the oven. We did coffee mugs for the dads for Father's Day. As long as you don't put them in the dishwasher, they will last a long time.
I got very inexpensive tiles from Menards, Lowes, Home Depot... Instead of cork, I used stick on felt circles for the corners.
