Halloween Party

If the Halloween party starts at 6 or 7pm what time do you have to be out of the park if you dont have a HP ticket?

If the party starts at 6, the park closes at 6 for non-party guests. If the party starts at 7, the park closes at 7 for the non-party guests.
ETA - Party guests will have wristbands. After the closing hours, CM's will be checking for wristbands on rides, in shops and those getting food. If you do not have one, you will be asked to exit.

...And in the 3 hours leading up to when the party begins, it will be extra crowded in Disneyland, as the party guests and non-party guests all roam the park at the same time!
